A documented evaluation must be finished for a vehicle to be considered a Best In Class vehicle. This process includes a Subject Matter Evaluation, Category team recommendation, and final approval that demonstrates that the vehicle successfully met all the necessary criteria.
The Best In Class classification is determined by the Office of Management and Budget (OMB) and is a vigorous process that includes several in-depth evaluations.
The Process
Before a vehicle is considered Best In Class, there are several factors that must be evaluated. One of which is Spend Under Management. Spend Under Management determines whether a company is making smart decisions when buying goods and services.
Once an evaluation of Spend Under Management is complete, a more meticulous process is performed.
There are 5 requirements for a vehicle to be Best In Class.
These include:
- Rigorous requirements definitions and planning processes
- Appropriate pricing strategies
- Data-driven demand management strategies: these are practices that change buying and consumption behaviors of customers.
- Category and performance management practices

Best In Class vehicles are required to undergo an annual review to retain their status. During these evaluations, the focus is on reported results from Best In Class contracts to determine if the vehicle should keep its status.
